A heat meter is only useful when it is correctly selected, installed and commissioned. Pipe size alone is not enough: the meter must suit the actual flow rate, temperature range, installation orientation, sensor arrangement, communication requirements and purpose of measurement. That is particularly important where readings support Renewable Heat Incentive (RHI) payments, tenant billing, energy management or formal reporting.

What does a heat meter measure?

A heat meter measures thermal energy transferred through a system. It normally combines three elements: a flow sensor, a matched pair of temperature sensors on the flow and return, and a calculator. The calculator uses the volume of fluid and the temperature difference to determine the heat energy transferred, usually displayed in kWh or MWh.

Why the correct specification matters

Two meters with the same pipe connection are not necessarily interchangeable. Before recommending a replacement, we may need to confirm:

7.    Nominal diameter, connection type, face-to-face length and available installation space.

8.    Design and operating flow rates, including the meter's nominal flow value (qp) and pressure loss.

9.    Flow and return temperatures, temperature differential and whether glycol is present.

10.      Whether the flow sensor is installed in the flow or return pipe and the required orientation.

11.      Temperature sensor type, pocket dimensions, cable length and matched-pair requirements.

12.      Heat-only, cooling-only or combined heat-and-cooling measurement.

Non-Domestic RHI heat meter replacement: the current ten-year rule

The Non-Domestic RHI is closed to new applicants, but accredited installations continue to have ongoing obligations. Under Ofgem's current participant guidance, meters and steam-measuring equipment must be recalibrated or replaced in accordance with the manufacturer's instructions or within ten years of initial installation - whichever is sooner.

Replacement is therefore not the only permitted route in every case. Recalibration may be possible, but it must meet the relevant manufacturer and Ofgem evidence requirements. In practice, replacement is often the clearer and more economical option where a meter is obsolete, faulty, unsupported, difficult to recalibrate or already due for wider system changes.

Ofgem's meter replacement guidance states that participants must update the application after a replacement. Current guidance requires notification within 28 days of the change and identifies supporting information such as the replacement date and reason, photographs and date-stamped evidence, an installer declaration and an updated schematic. The participant remains responsible for making the notification, keeping evidence and satisfying Ofgem's final requirements.

Before the old meter is removed, good evidence practice includes:

17.      Recording the old meter serial number and final reading.

18.      Taking clear, date-stamped photographs of the old meter, its installation and the reading.

19.      Recording the new meter model, serial number, initial reading and installation date.

20.      Taking clear photographs of the installed meter, sensor positions and calculator display.

21.      Updating the metering schematic and retaining the commissioning and installation records.

22.      Submitting the required amendment promptly and retaining copies for the duration required by the scheme.
